The Manufacture, Storage and Import of Hazardous Chemical Rules, 1989

Framed under the Environment Protection Act 1986, these rules regulate the manufacture, storage, and import of hazardous chemicals to prevent major accidents. They remain fully in force and are the primary chemical safety regulation in India.

The Chemical Accidents (Emergency Planning, Preparedness and Response) Rules, 1996

Establishes a four-tier crisis group system for chemical accident emergency response, from site level to national level, and mandates off-site emergency plans for major accident hazard industries.

MSIHC Rules 1989 — Revised Threshold Quantities for Schedule 1 Chemicals

MoEF has revised threshold quantities for 14 chemicals in Schedule 1 of the MSIHC Rules, lowering limits for certain chlorine compounds and adding 3 new substances to the hazardous list.
